The central government has banned the song SYL, released two days ago by late Punjabi singer Sidhu Moosewala. The song has also been removed from the official YouTube channel of Sidhu Moosewala. In the song, there was a constant dispute between Punjab and Haryana over the water of the SYL (Sutlej-Yamuna Link) canal and the issue of captive Sikhs. In view of this, the central government decided to ban the song.

SYL has been in dispute since 1966

The dispute between the two states started when Haryana was carved out of Punjab. Then after 10 years, after the intervention of the central government, the two states agreed to build the Sutlej-Yamuna link canal for water sharing in 1976 and the central government issued a notification. Now Punjab had to give half of its water i.e. 3.5 million acre feet to Haryana.

According to media reports, 30 workers, including engineers involved in the construction work of SYL, after which the canal construction work was stopped. However, in 1996, Haryana moved the Supreme Court and Punjab refused to accept the agreement after some time. In 2004, the Punjab government rejected the agreement by bringing a bill in the assembly. This bill has been named as Punjab Termination of Agreement Act 2004. 

The Eradi Tribunal, headed by Supreme Court Justice V. Balakrishna Eradi, was established for the availability and sharing of water. The Tribunal had in 1987 recommended an increase in the shares of Punjab and Haryana to 5 MAF and 3.83 MAF respectively.

To enable Haryana to utilize the water share of the Sutlej and its tributaries, a canal connecting the Sutlej with the Yamuna was planned, which would pass through the entire state. A tripartite agreement was also negotiated between Punjab, Haryana and Rajasthan in this regard.

However, following protests in Punjab, the Punjab Assembly passed The Punjab Termination of Agreements Act, 2004, ending its water-sharing agreement, and thus jeopardizing the construction of SYL in Punjab.

Sushil Gupta’s statement

Sushil Gupta is a Rajya Sabha member of the Aam Aadmi Party. He had made a statement in April this year 2022 that if his party came to power in Haryana, the work on the canal connecting Yamuna and Sutlej would be completed and the water of that canal would reach every farm in Haryana.

The song of Sidhu Moosewala begins with this statement of Sushil Gupta.

Gupta had said in his statement, By 2025, SYL water will reach the farms of Haryana. This is not our promise but our guarantee.

Release Of Captive Sikhs

In this song, Sidhu Moosewala talks about Sikhs lodged in jails on charges of violent and terrorist activities during the insurgency that started in Punjab in the 1980s.

They are also called captive Sikhs in Punjab. In the song, Sidhu Moosewala has demanded his release. Many of the captive Sikhs are in prisons under sentences of more than 25 to 30 years.

The Indian government had announced the release of eight of these Sikhs in 2019 but the matter is still pending.

Who Is Balwinder Singh Jatana

In the last lyrics of the song, Sidhu Moosewala has mentioned Balwinder Singh of village Jatana.

Balwinder Singh’s background was from Chamkaur Sahib in Ropar district of Punjab. Since the name of his village was Jatana, Balwinder Singh came to be known as Jatana.

In 1990, he along with some of his associates opened fire on the Chief Engineer MS Sikri and Superintendent Avtar Singh Aulakh, involved in the construction project of this canal at SYL’s office in Sector 26, Chandigarh.
